Job Description: Watershed Project Manager
The York County Soil and Water Conservation District is seeking a Watershed Project Manager to manage watershed planning, protection, and restoration projects throughout York County. These projects are principally funded through Sections 319 and 604(b) of the Clean Water Act via grant programs administered by the Maine Department of Environmental Protection (DEP). The position will oversee the following projects as described (but not limited to) the duties and responsibilities description provided below.

This position will be based out of our Springvale, Maine office and will include field work, office work, travel to meetings and field sites, and occasional evening and/or weekend work. Remote work from home is also optional for this position. This is a full-time position (40 hours/week). Applicants must have a valid driver’s license and reliable transportation (mileage reimbursement is provided).

Duties and Responsibilities

  • Oversee watershed management programs and project development of EPA Section 604b and 319 Clean Water Act grant projects and Stormwater Compensation Funds program. Watershed management includes data collection and compilation, watershed management planning, implementing protection and restoration projects, and monitoring project effectiveness.
  • Direct, coordinate, and train staff and volunteers working on watershed management projects
  • Manage project budgets and workload allocations
  • Document, report, and track project progress for grantors/funders, District Board, partners, and in-house documentation both electronically and hard copy
  • Create and adhere to guidelines and policies in letters and memorandums of agreements with customers, partners, funders, contractors, and sub-contractors
  • Effectively communicate and coordinate with project grantors/funders and partners to ensure successful project execution
  • Troubleshoot potential problems on projects as they arise
  • Gather information on new and existing technologies, projects, and programs at workshops and conferences and utilize them when appropriate
  • Undertake and appropriately delegate all project deliverables and services to include (yet not limited to):
         o Conducting on-site technical assistance site visits, providing professional recommendations, site designs, and reports
         o Presenting to municipalities, partners, residents, road associations, lake associations, and contractors on project goals and water quality protection efforts
         o Creating site specific project reports, periodic progress reports, final project reports, project and task summaries, and basic project outreach notifications and press releases
         o Writing project summaries, watershed survey reports, watershed protection plans, and watershed-management plans
         o Organizing and facilitating project steering committee meetings, community forums/public presentations, and town/partner discussions on water quality improvement and protection efforts
         o Organizing and overseeing on-the-ground implementation of water quality improvement and protection projects performed by contractors, municipalities, landowners, road associations, Youth Conservation Corps, and volunteers
         o Conducting, recording, and reporting pollutant reduction measurements and calculations
  • Ensure, conduct, and oversee that all regulatory permitting and reporting is accurately performed
  • Research funding sources and opportunities to sustain and enhance watershed management efforts
  • Develop and submit grant and fee-for-service proposals on a regular basis
  • Highlight District services and programs to the York County community, partners, and potential funders when possible
  • Establish and support various stakeholder collaborations necessary for effective watershed management
  • Provide excellent customer service to the York County community in full alignment with the District’s mission of assisting and educating the public to promote stewardship of soil and water resources
  • Communicate technical information (e.g., permit requirements, water quality data, etc.) effectively to diverse audiences
  • Administer Maine Department of Environmental Protection’s Stormwater Compensation Fund Program for District’s assigned coverage area
  • Address general incoming technical assistance requests in conjunction with the District Manager
  • Represent the District to other groups and to the public at local, regional and national conferences and events to further the District’s programs
  • Assist with District-related fundraisers, annual meetings, and large-scale events to support and strengthen the District’s mission
  • Lead District project and program development and project management guidance and support
  • Participate in District strategic planning
  • Attend and report at monthly Board meetings
  • Organize and lead educational workshops to support the District’s educational goals to audiences in York County
  • Participate in planning and implementation efforts to support the management of the District’s Demonstration Forest in Lyman.
  • Create basic GIS maps, ArcGIS Story Maps, or utilize other programs to visually display project data

Skills and Abilities

  • Excellent communication skills required, both written and oral, to clearly and concisely convey complex environmental issues to a wide variety of audiences, including the layperson, scientific professionals, policy makers, decision-makers, and elected officials at all levels of government
  • Highly organized with attention to detail for all aspects, particularly report writing (recommendations reports, survey reports, grant proposals, etc.), budgeting, partner collaborations, and implementation of on-site water quality improvement projects
  • Demonstrated ability and experience in analyzing complex environmental issues, and the ability to work independent of direct supervision to plan and implement complex environmental projects
  • Knowledge of social marketing; demonstrated ability and skill in applying this knowledge
  • Knowledge of government functions and organizations affecting local, county, and state government
  • Demonstrated ability to coordinate and provide recommendations to enhance complex environmental programs, services, projects, and promotions
  • Ability to establish and maintain cooperative and meaningful working relationships with representatives of government and private sector, policy makers, and the general public
  • Ability to effectively participate in multi-disciplinary teams, be a team leader when appropriate, and have a demonstrated ability to achieve desired results through the application of team concepts
  • Ability to prepare reports and publications with strong attention to detail using desktop publishing and Microsoft Office Products
  • Ability to develop funding through grants, fee-for-service programs, and other initiatives
  • Ability to understand and apply laws, rules, ordinances, standards, and guidelines
  • Ability to apply evaluation tools to either demonstrate the success of a program or identify improvements
  • Ability to organize work tasks and use time effectively
  • Ability to work independently and manage multiple tasks, adjusting priorities as needed
  • Ability to train, direct, and oversee successful implementation of projects by volunteers, contractors, and staff
  • Ability to create basic GIS maps and ArcGIS Story Maps


  • Bachelor’s Degree or higher from an accredited college or university in environmental science, biology, geology, education, planning, project management, or other related field.
  • Three to five years’ experience preferred in planning, coordinating, and implementing environmental programs, preferably relating to watershed management or water resource protection.
  • Any equivalent combination of education and experience, which provides the knowledge and abilities necessary to perform the work.

Supervision Received and Exercised
The work is performed under the guidance of the District Board of Supervisors and the District Manager. Certain projects may require the Project Manager to oversee the work performed by volunteers, contractors, and staff ensuring a project is implemented efficiently, on budget, and on time. The Project Manager may also directly supervise seasonal interns.
